Flat pattern making is when you are at a table with paper and pencil taking your 3D measurements from your fit model and turning them into a flat paper pattern. From your paper pattern you can then make a muslin and sew it together. In the process of paper pattern making or flat pattern making you will do what is called truing. This is straightening lines and adjusting for ease of fit and problem areas. Hope that helps.
