Looks like chiffon to me but could be a double georgette. Kirsten has done more work with costumes so I leave the question for her to reply.

I am thinking that dress is a silk Organza or a chiffon. It’s clear that it is quite full and is double layered in some areas and has an under layer which would account for its non-opacity. Hope that helps.

It could be chiffon or silk organza over a denser underlay. That seems to be the most logical.
I thought it might be batiste, but that is only used in baby wear and nighties.
